European unemployment rates are double the U. S. level, placing pressure on European p
oliticians to come up with innovative ways to create jobs. The more jobs a multinational manufacturer promises, the more subsidies the government will provide.

Britain, the leader in this race with 10 percent of all foreign investment in the European Union, paid $48,600 for each of the jobs created in 1996 when LG, a south Korean firm invested in an electronics complex. According to Britain's Trade and Industry Ministry, more than 285,000 jobs were created or preserved through foreign investment from 1994 to When countries such as China and Mexico offer low-cost locations for production, industrialized nations feel compelled to counter with other incentives. A recent survey has revealed that the country with the shortest holidays and the long
est working hours in Europe is the UK. In the UK, a worker puts in over 43.6 hours a week on average - far higher than any other European country. The average in the European Union (EU) is around 40 hours a week. Astonishingly, in the UK, one in ten workers spends more than 61 hours a week at work. In addition, a British worker only has 20 days’ holiday a year.Interestingly, however, despite the fact that the British have the shortest holidays and the longest working hours in the EU, the UK's GDP per worker is one of the lowest in Europe. Mediterranean countries like Spain, Portugal, Greece and Italy have some of the longest holidays in Europe, ranging from 33 to 36 days. Although Austria has the longest holiday time of all in Europe (38 days on average), it has an above-average GDP per worker.

Europeans work fewer hours, for more money, than ever before. What do they do with all tha
t time off? In the cold, gray north they watch television: Denmark now has 386 sets for every 1000 people, Germany 385—40% more than in 1970. In sunny Spain they eat out: 14% of household spending, the largest share in the community, goes on restaurants, cafes and hotels—not counting alcoholic drinks. Europeans everywhere watch football. One European in there is interested in football, a quarter in tennis and getting more so. As long ago as 1980, the most recent year for which comparable figures exist, nine-tenths of Europe's households had a refrigerator(except in Ireland and Portugal). Ownership of washing machines varied more: 87% of Dutch had one, but only 58% of Danes. Ownership of dishwashers was stuck at 3% in Britain in 1980, but rising fast in France: up from 13% in 1980 to 22% in 1985. In Holland 95% of households bad a telephone in 1985, in Italy only 72%.

Above all, the newly rich Europeans go on holiday. In 1985, 56% of them went away at least once. As anyone who has tried to spread a towel on a Mediterranean beach in high summer can confirm, 34% of them took their main holidays in August and another 28% in July. For peace(if not sun), try February or November, when only 1% of Europeans take their main holiday. One European in three took holidays abroad. These, not surprisingly, are mostly northerners.

Half of Europe's holidaymakers head for the seaside. But in Holland marginally more people prefer a holiday in the countryside to a week on the beach. So there are some differences left.

We know from the first paragraph that north Europeans spend their spare time ______.

A.eating out

B.watching TV

C.visiting friends

D.fishing

听力原文: [26] At the heart of the dispute is whether food aid to developing countries sho
uld be in the form. of cash or agricultural products, often subsidized by donors. [27] The European Union argues that cash donations are the best way to quickly purchase food in an emergency because food shipments are sometimes sold in local markets at the receiving end. And European countries say flooding markets with cheap imported food drives local farmers out of business. Edward Clay, Senior Research Associate at the Overseas Development Institute in London says the European approach makes food aid more flexible. [28] The United States argues that the European cash-only approach has been ineffective, causing a steep decline in food aid since the 1990s. According to a report published by the World Food Program, food aid contributions suffered a $1 billion shortfall last year. In contrast, the U.S. sends donations to developing countries in the form. of com, wheat and other commodities.

The dispute between the European Union and the United States is mainly about

A.whether there is a steep decline in food aid since the 1990s.

B.whether food aid drives local farmers out of the market.

C.whether food aid displaces local products in developing countries.

D.whether food aid should be in the form. of cash or agricultural products.
